Anybody filled up the very deep bilge with cement or another materials?

NO!.... don't do it. if you get water in the boat that deep bilge will hold hundreds of gallons before water starts impacting the inside of the boat as in flooding it. You don't need the extra ballast you boat already has 9000ish lbs in the keel if I remember right. The very large capacity of that bilge is one of the great features of these boats.
